the 18th of November enclosing

a memorial on the subject of

child slavery and the Mui Tsai

system in Hong Kong, and to

inform you that the matters you

refer to have received his

careful attention, and that he

is as determined as his pre-

decessors to take all possible

steps to stamp out anything in

the nature of child slavery in

the british Colony of Hong Kong.
